Under assignment with the ADB and working under the UNDP Climate Change program designed specifically for the Republic of Armenia, the Verdurous team contributed to developing a guidance note to establish and enhance mechanisms in measuring, monitoring, reporting, and verification (MRV) of transportation-sector emissions data. The MRV was intended to confirm alignment with Armeniaโ€™s commitments made under the Paris Agreement. The study focused on historic and projected greenhouse gas (GHG) emissions and the associated mitigation actions relating primarily to road transport.

The assessment was intended to streamline compliance and to ensure systematic inclusion of various modes of transport to track transport sector emissions. Our team studied the existing MRV process for the transportation sector based on five key components โ€“ institutional arrangements, data flows, expertise, systems and tools, and stakeholder engagement. The team reviewed regulatory mandates and technical capacities of the agencies concerned, and identified gaps in implementation. A review of regulatory frameworks in Mexico, Botswana, Sri Lanka and Cambodia benchmarking effective practices, was undertaken to offer suitable recommendations in bridging the implementation gaps identified. The report thus prepared was structured to offer comprehensive suggestions through inter-agency collaboration through various stages of the data flows required for monitoring, evaluation, and corrective action as necessary.
